Résumé
Les statistiques sociales occupent une place fondamentale dans les débats à l’égard des problèmes du sous-développement et justifient la mise en oeuvre de programmes pour remédier à ces mêmes problèmes. Ainsi, les organisations multilatérales ont un important besoin de statistiques pour mesurer, classer et comparer de multiples aspects de la vie sociale tels par exemple la santé, l’éducation et la pauvreté. Pour produire ces statistiques, elles s’appuient sur l’expertise d’agences nationales. Cet article explore les aspects polémiques d’un discours expert à partir de l’analyse d’un corpus récent d’une dizaine de manuels techniques produits par diverses organisations multilatérales telles que l’OCDE, la Banque mondiale, l’OMS, le PNUD et l’UNESCO. L’analyse de la représentation de la prise de décision, de la délibération, des débats, des controverses et des conflits révèle que ces manuels ne sont pas exempts de polémiques tant sur le plan méthodologique et scientifique que micro et macro politique.

Abstract
Social statistics are fundamental in discussions regarding the problems of underdevelopment and justify the implementation of programs to address these same issues. Thus, multilateral organizations have a strong need for statistics to measure, classify and compare multiple aspects of social life such as health, education and poverty. To produce these statistics, they rely on the expertise of national agencies. This article explores the controversial aspects of expert discourse by analysing a recent corpus of ten technical manuals produced by various multilateral organizations like the OECD, the World Bank, WHO, UNDP and Unesco. The analysis of the representation of decision-making, deliberation, debate, controversy and conflict reveals that these manuals are not free of controversy on both methodological and scientific as well as on micro and macro policy levels.

Resumen
Las estadísticas sociales ocupan un lugar fundamental en los debates relacionados con los problemas de subdesarrollo, y justifican la implementación de programas para remediar estos problemas. De esta manera, las organizaciones multilaterales requieren de una gran necesidad de estadísticas para medir, clasificar y comparar múltiples aspectos de la vida social tales como, por ejemplo, la salud, la educación y la pobreza. La producción de estas estadísticas se apoya en la experiencia de agencias nacionales. Éste artículo explora los aspectos polémicos de un discurso de expertos a partir del análisis de un corpus reciente de una decena de manuales técnicos producidos por diversas organizaciones multilaterales tales como la OCDE, el Banco Mundial, la OMS, el PNUD y la Unesco. El análisis de la representación de la toma de decisiones, la deliberación, los debates, las controversias y los conflictos, revela que estos manuales no están exentos de polémicas tanto a nivel metodológico y científico como a nivel de micro y macro políticas.
