Résumé
Cet article est un examen critique du cadre conceptuel des enquêtes qui mesurent le savoir-lire et écrire des populations adultes. Nous traçons l’évolution de ce type d’évaluation du 19e siècle à nos jours, afin d’identifier les assises qui résistent à l’épreuve du temps ; par exemple, une nouvelle définition de la littératie. Nous discutons également des flous conceptuels mis en évidence à la suite de l’internationalisation des enquêtes. Ces flous donnent actuellement lieu à des interprétations inexactes de données dans les médias et lors de l’établissement des politiques linguistiques. Ces flous conceptuels invitent à repenser les dimensions linguistique et culturelle de ces enquêtes.

Abstract
This paper critically examines the conceptual framework of surveys that measure the reading and writing skills of adult populations. We trace the evolution of this type of assessment from the 19th century to the present day in order to identify the concepts still valid, for example, a new definition of literacy. We also discuss the conceptual grey areas highlighted as a result of the internationalization of investigations. These vague concepts allow for inaccurate interpretations of data in the media and in language policies and call for rethinking the linguistic and cultural dimensions of these investigations.

Resumen
Este artículo presenta un examen crítico del marco conceptual de las encuestas que miden el saber leer y escribir de las poblaciones adultas. Describimos la evolución de este tipo de evaluación del siglo 19 hasta hoy, con el afán de identificar las bases a prueba del tiempo, por ejemplo, una nueva definición de la literacia. Hablamos también de las ambigüedades conceptuales que se destacan a raíz de la internacionalización de las encuestas. En la actualidad, estas ambigüedades dan lugar a falsas interpretaciones de los datos en los medios así como en la instauración de políticas lingüísticas y llevan a repensar las dimensiones lingüísticas y culturales de estas encuestas.
