Résumé
Cet article analyse les politiques du gouvernement du Québec en matière de nanotechnologies au début des années 2000 et d’intelligence artificielle (IA) à partir du milieu des années 2010. La comparaison entre l’engouement passé pour les nanotechnologies et celui présent pour l’IA permet de faire ressortir plusieurs similitudes entre les actions publiques mises en place pour faire émerger et développer ces deux technologies dites « de pointe ». Dans les deux cas, nous montrons sous l’angle de l’économie de la promesse comment différentes parties prenantes construisent et font la promotion d’un futur technologique et économique jugé inéluctable afin de s’adjoindre des soutiens politiques, s’assurer une approbation sociale plus large de leurs projets et, surtout, capter d’importantes ressources financières et matérielles publiques, essentielles pour établir une activité industrielle et commerciale. Le cas des nanotechnologies, pour lequel nous avons désormais plus de recul, permet d’évaluer l’écart entre les promesses initiales et ce qui est réellement advenu. Il fournit également des pistes de réflexion pour aborder de façon critique le soutien gouvernemental actuel accordé à l’IA et les discours portant sur ses retombées économiques futures au Québec.

Abstract
This article aims to analyze the Quebec government’s policies on nanotechnologies in the early 2000s and on artificial intelligence (AI) from the mid-2000s on. The comparison between the past fervor for nanotechnologies and the present fervor for AI reveals a number of similarities between the public actions implemented to bring out and develop these two state-of-the-art technologies. In both cases, we show from the perspective of the so-called promise economy how different stakeholders are building and promoting an inescapable technological and economic future in order to gain political support, secure wider social approval for their projects and, above all, capture important public financial and material resources that are essential for establishing industrial and commercial activity. The case of nanotechnology, for which we now have more hindsight, makes it possible to assess the gap between initial promises and what actually happened. It also provides food for thought to critically address the current government support for AI and the discourse on its future economic benefits in Quebec.
