« Les oreilles se sont ouvertes des deux côtés » : développement territorial et relations entre Innus et non-Innus au chantier Romaine “Ears wide open”: Territorial development and relations between the Innu and non-Innu on the site of the Romaine River hydroelectric project

Résumé

Cet article porte sur les relations entre les Innus et les non-Innus dans le contexte du chantier hydroélectrique de la Romaine localisé sur la Côte-Nord au Québec. Il s’intéresse au rapport dialectique entre le développement territorial et les relations interculturelles. Situé à la fois au coeur du Nitassinan, territoire ancestral des Innus, et de la municipalité régionale de comté (MRC) de la Minganie, ce chantier s’inscrit dans une réalité territoriale et culturelle multiethnique façonnant la gouvernance régionale et nordique. À partir d’une démarche qualitative basée sur des entrevues approfondies menées auprès d’acteurs régionaux et de travailleurs innus et non-innus, cette recherche exploratoire démontre que le chantier de la Romaine ne s’est pas avéré, jusqu’à présent, un espace de rencontre particulièrement fécond. Si des rapprochements entre les décideurs autochtones et allochtones ont pu être observés, les liens interculturels entre les travailleurs du chantier, pour leur part, restent encore ténus. Nonobstant, nos résultats suggèrent que ces relations interethniques institutionnelles et quotidiennes sont des ingrédients incontournables du développement territorial nordique.

Abstract

This paper examines the relationship between the Innu and non-Innu peoples in the context of the Romaine River hydroelectric project in Quebec’s Côte-Nord region. It is interested in the dialectical relationship between territorial development and intercultural relations. With a focus on Nitassinan, the ancestral territory of the Innu, and the regional county municipality (RCM) Minganie, this project bears witness to the multi-ethnic territorial and cultural reality shaping regional and northern governance. Using a qualitative approach that involved in-depth interviews held with regional players as well as Innu and non-Innu workers, this exploratory research demonstrates that the Romaine River construction site, as a place of encounter, has not yet proven to be particularly fruitful in enhancing the relationships between these participants. While there has been some rapprochement between the Indigenous and non-Indigenous decision-makers, the intercultural links between the workers at the construction site are still tenuous. Nevertheless, our results suggest that these institutional and everyday inter-ethnic relations are inescapable components of the territorial development of northern Quebec.
