Résumé

L’Internet québécois s’appuie sur une histoire riche et variée qui rend d’autant plus surprenant le fait que la réflexion sociologique s’y soit jusqu’ici très peu intéressée. Le Web québécois, qu’est-ce fondamentalement? Quels sont les traits distinctifs d’un tel microcosme? En adoptant une perspective inspirée de la sociologie politique de la communication, l’article développe l’idée selon laquelle l’Internet se laisse d’abord comprendre à travers ses modes de régulation, c’est-à-dire la capacité des différents acteurs de structurer les flux d’information. L’Internet québécois apparaît comme une cristallisation éphémère d’équilibres instables, qu’il convient d’étudier dans différentes épreuves de réalité. Trois exemples servent à montrer comment l’Internet québécois n’existe que comme une série d’oppositions à la fois profondes, instables et dynamiques.

Abstract

The Quebec internet is based on a rich and varied history, a fact that is even more surprising considering that it has garnered little sociological reflection so far. What is the “Web québécois”? What are the distinctive features of this microcosm? By adopting a perspective of communication inspired by political sociology, the article posits that the internet is first of all understood through its modes of regulation, that is to say, the capacity of the various actors to structure the flow of information. The Quebec internet appears as an ephemeral crystallization of unstable equilibriums that merits being subjected to various reality tests. Three examples serve to show how the Quebec internet exists only as a serie of oppositions that are at once deep, unstable and dynamic.
