Territorialisation au Québec : le chemin parcouru

Résumé

Sur la base d’une importante pratique historique, les divers territoires qui composent le Québec ont été l’hôte, depuis la décennie 1960, de plusieurs politiques publiques successives afin de relever des enjeux territoriaux ciblés. Pour ce faire, on a misé sur trois concepts globaux d’organisation générale de l’espace, soit la hiérarchie de pôles urbains, le zonage agricole ainsi que la cohabitation urbaine-rurale. Entre les municipalités locales traditionnelles et l’État québécois, deux nouvelles échelles territoriales de gouvernance ont ainsi été institutionnalisées, soit les régions administratives et les municipalités régionales de comté (MRC). À cet effet, la planification territoriale a été largement utilisée par l’entremise de procédures spécifiques. Les gains ont été réels en matière d’aménagement, de gestion publique de biens et services collectifs ainsi que de soutien au développement social, culturel et économique. Demeurent néanmoins des problèmes territoriaux importants ainsi que des ressorts latents à interpeler par la politique territoriale. La mission de l’État québécois, responsable de ses territoires, s’avère encore incontournable.

Abstract

According to an important historical practice, the various territories of the province of Quebec have hosted, since the 1960 decade, several successive public policies to deal with targeted territorial issues. To achieve this, three global concepts of territory general organization have been applied, namely the hierarchy of urban centres, agricultural zoning and urban-rural cohabitation. Between the traditional local municipalities and the Quebec government, two new territorial scales of governance were thus institutionalized: the administrative regions and the regional county municipalities (RCM). Territorial planning was greatly used to this end through specific procedures. There were actual benefits in terms of development, public management of collective goods and services, and support for social, cultural and economic development. Nonetheless, there are significant territorial problems and latent inner workings that must be addressed by territorial policy. The mission of the Quebec government, that is responsible for its territories, remains unavoidable.
