Résumé
Cet article examine les politiques contemporaines de décentralisation culturelle en Tunisie à travers une approche critique des dispositifs de gouvernance et de leurs effets sociaux. Il cible des programmes récents qui promeuvent la participation citoyenne, la transparence et la réduction des inégalités territoriales, mais qui contribuent paradoxalement à reconfigurer de nouvelles hiérarchies culturelles et territoriales. Au moyen d’une analyse critique du discours, la tension entre les velléités institutionnelles d’inclusion culturelle et les pratiques réelles est ainsi interrogée. Les résultats démontrent que la participation dont il est question est strictement encadrée, produisant des effets d’inclusion sélective et une reproduction des asymétries entre centre et périphéries.

Abstract
This article examines the contemporary policies of cultural decentralization in Tunisia through a critical approach to governance mechanisms and their social effects. It targets recent programs that promote citizen participation, transparency, and the reduction of territorial inequalities, but which paradoxically contribute to reconfiguring new cultural and territorial hierarchies. By means of a critical discourse analysis, the tension between institutional will for cultural inclusion and real practices is thus questioned. The results show that the participation in question is strictly regulated, producing selective inclusion effects and a reproduction of asymmetries between the center and the peripheries.

Resumen
Este artículo examina las políticas contemporáneas de descentralización cultural en Túnez a través de un enfoque crítico de los dispositivos de gobernanza y sus efectos sociales. Apunta a programas recientes que promueven la participación ciudadana, la transparencia y la reducción de las desigualdades territoriales, pero que paradójicamente contribuyen a reconfigurar nuevas jerarquías culturales y territoriales. Mediante un análisis crítico del discurso, se interroga la tensión entre las veleidades institucionales de inclusión cultural y las prácticas reales. Los resultados demuestran que la participación en cuestión está estrictamente regulada, produciendo efectos de inclusión selectiva y una reproducción de las asimetrías entre centro y periferias.
