Abstract
In this article, we aim to understand how a training program can help managers promote inclusive management. We present the development and implementation of a work activity-centred training program for inclusive management in an institution of the Portuguese Public Administration. Using a mixed design-based research methodology, we brought 24 municipal managers into the development and implementation phases of the training program. We organized a focus group of managers to understand their experiences, constraints and training needs for the promotion of inclusive management in their work activity. Questions were put to them before, during and after program implementation. To promote inclusion actions in their work activity, we developed a 60-hour b-learning program. Our findings show the effectiveness of integrating work activity analysis and group reflection when co-creating the training program with participating managers to help them act in their work activity and meet the challenges of inclusive management. The managers reported they had improved their knowledge and resources for inclusive management in their work activity, particularly by thinking and creating together as a group. They valued the participatory and context-specific approach. We conclude that work activity-centred training programs can be key to enhancing the ability of managers to promote inclusive management. The participatory design fostered group learning, grounded in real work contexts, and helped the managers develop inclusion strategies. We provide insights into how inclusive management can be developed collectively, thereby showing the importance of collaboration between Academia and Public Institutions in the development of training programs.

Cet article vise à comprendre comment l’activité de travail peut être mobilisée dans les programmes de formation pour renforcer le pouvoir d’agir des dirigeants en matière de gestion inclusive. Il présente la conception et la mise en oeuvre d’un programme de formation centré sur l’activité de travail, destiné à promouvoir une gestion inclusive au sein d’une institution de l’administration publique portugaise. S’appuyant sur une méthodologie mixte de type Design-Based Research, l’étude a impliqué 24 dirigeants issus de différents services et niveaux hiérarchiques d’une municipalité. La phase de conception a intégré une auscultation par focus group, permettant d’identifier les expériences, contraintes et besoins de formation des participants en lien avec la promotion de l’inclusion dans leur activité. Le programme, totalisant 60 heures, a adopté une structure b-learning, alternant des modules e-learning asynchrones et des temps en présentiel. Ce format a été défini en réponse aux attentes exprimées lors de l’auscultation, notamment le besoin de moments d’échange et de réflexion collective avec les pairs et l’équipe de formation. Un système de suivi a permis d’évaluer la mise en oeuvre de la formation à travers des questionnaires administrés avant, pendant et après le parcours. Les résultats montrent que l’intégration de l’analyse de l’activité et des espaces de co-construction a renforcé le pouvoir d’agir des dirigeants, en les aidant à identifier des leviers concrets pour promouvoir l’inclusion dans leur contexte de travail. Les participants ont souligné la pertinence d’une approche participative, ancrée dans la réalité professionnelle. Cette étude met ainsi en lumière le rôle des formations centrées sur l’activité de travail pour développer des pratiques inclusives, et souligne l’importance d’une collaboration étroite entre recherche et institutions publiques pour concevoir des dispositifs contextualisés et impactantes.
