Résumé
Cette recherche examine comment les institutions contribuent, à travers un processus d’expérimentation, au développement d’une gestion des talents (GDT) au niveau régional, la faisant passer ainsi d’un bien privé à un bien collectif. Ce passage s’opère par la création d’agences, de règles formelles et informelles, ainsi que de réseaux par les parties prenantes qui cherchent à développer et attirer des talents pour l’ensemble d’un écosystème.
Pour analyser cet apport des institutions à la mutualisation de la GDT, nous avons réalisé une étude de cas de la grappe aérospatiale de Montréal. S’appuyant sur une méthodologie qualitative, plus d’une centaine d’entretiens ont été réalisés entre 2005 et 2017 auprès d’informateurs-clés (représentants d’agences et d’institutions de formation), de représentants syndicaux, ainsi que de gestionnaires dans les entreprises (responsable des ressources humaines, de la production et directeurs généraux).
De cette recherche se dégage trois constats. Premièrement, cette étude montre que les acteurs de la grappe aérospatiale montréalaise ont développé des pratiques de GDT qui profitent à l’ensemble des entreprises de la région. Celles-ci ont contribué à la création d’un bassin de talents diversifiés permettant de combler les besoins de main-d’oeuvre tant au niveau de la production, de la RetD que du développement de la chaîne de valeur. Deuxièmement, ces résultats démontrent que la GDT ainsi déployée au niveau régional est le résultat d’un processus d’expérimentation institutionnelle à travers lequel les acteurs déploient des stratégies pour répondre aux enjeux et défis communs qu’ils rencontrent. Troisièmement, il en ressort un modèle hybride qui se démarque du modèle dominant dans une économie libérale de marché. L’on y observe des dynamiques de collaboration durables à l’origine d’une diversification de la GDT et d’une densification institutionnelle qui permet aux acteurs de partager des pratiques, des ressources et des dispositifs liés à la GDT. Les gains sont à la fois individuels pour les entreprises, mais aussi collectifs pour l’ensemble des parties prenantes de la grappe.

Abstract
This study examines how institutions, through a process of experimentation, contribute to the development of Talent Management (TM) at the regional level. Based on a case study of the Aerospace cluster of Montreal, we demonstrate how TM is turned from a private to a collective good by regional institutions. This shift takes place through the creation of agencies, formal and informal rules, and networks nurtured by stakeholders who seek to develop and attract talent for their ecosystem.
To analyze the contribution of institutions to shared TM, we conducted a case study of the Montreal aerospace cluster. Based on a qualitative methodology, more than one hundred interviews were conducted between 2005 and 2017 with key informants (representatives of agencies and training institutes) as well as union and firm management representatives (human resource managers, production managers, general managers).
Three main findings have emerged from this study. First, it shows how Montreal aerospace cluster actors have developed TM practices that benefit the aggregate of companies located in the region. These practices have led to the creation of a diversified talent pool that helps fulfil labour requirements, as much for production as it does for R&D and the development of the value chain. Second, findings indicate how the form of TM that has emerged at the regional level has resulted from a process of institutional experimentation through which actors have developed strategic responses to common challenges. Third, this depiction fleshes out a hybrid institutional model that distinguishes itself from the dominant model characterizing a liberal market economy. We identify sustainable dynamics of collaboration, which lead to a process of diversification of TM and institutional densification that allow actors to share TM practices and resources. Benefits are both of an individual nature, namely for companies, and a collective nature, for all the stakeholders located within the cluster.

Resumen
Esta investigación examina cómo las instituciones contribuyen, a través de un proceso de experimentación, al desarrollo de una gestión de los talentos (GDT) a nivel regional, transformándolas de un bien privado a un bien colectivo. Este cambio se logra mediante las agencias, las reglas formales e informales y las redes creadas por las partes interesadas que buscan desarrollar y atraer el talento para todo un ecosistema.
Para analizar esta contribución de las instituciones a la mutualización de la GDT, realizamos un estudio de cado de la agrupación (cluster) aeroespacial de Montreal. Basado en una metodología cualitativa, se realizaron más de cien entrevistas entre 2005 y 2017 con informantes claves (representantes de agencias e instituciones de capacitación), representantes sindicales y gerentes de empresas (responsables de recursos humanos, de producción y directores generales).
De esta investigación, surgen tres conclusiones. En primer lugar, este estudio muestra que los actores de la agrupación aeroespacial de Montreal han desarrollado prácticas de GDT que benefician a todas las empresas de la región. Estos han contribuido a la creación de un grupo diversificado de talentos para satisfacer las necesidades de mano de obra en términos de producción, de investigación y desarrollo y del mejoramiento de la cadena de valor. En segundo lugar, estos resultados demuestran que la GDT desplegada a nivel regional es el resultado de un proceso de experimentación institucional mediante el cual los actores despliegan estrategias para responder a los problemas y desafíos comunes que ellos enfrentan. En tercer lugar, se destaca un modelo híbrido que se diferencia del modelo dominante en una economía de mercado liberal. Se observan dinámicas de colaboración a largo plazo que conducen a una diversificación de la GDT y a una densificación institucional que permite a los actores compartir prácticas, recursos y dispositivos vinculados a la GDT. Los beneficios son tanto individuales para las empresas como colectivas para todas las partes implicadas en la agrupación.
