Résumé
Dans le contexte actuel de transformations des milieux de travail, cette étude s’intéresse à la représentation syndicale au plan local et, plus spécifiquement, aux rôles assumés par les président(e)s et les vice-président(e)s de syndicats locaux. Tenant compte de l’interaction entre le représentant, qui interprète son rôle et entretient une vision et des objectifs personnels face à ses fonctions, et l’environnement sectoriel et syndical dans lequel il s’insère, qui le confronte à des problématiques particulières et balise les ressources à sa disposition, cette recherche analyse l’influence des rôles perçus par les dirigeants syndicaux locaux sur la manière dont ils affirment mobiliser les ressources mises à leurs dispositions pour assumer leurs fonctions de représentation.
À partir d’une recherche empirique de nature qualitative menée auprès de vingt-neuf dirigeants locaux actifs au sein des secteurs des télécommunications (15) et de l’hôtellerie (14) au Québec, nos résultats montrent que ces dirigeants perçoivent occuper des rôles variés — liés autant à des dimensions organisationnelles que relationnelles — qui vont, non seulement influencer leur propension à mobiliser certaines ressources syndicales, mais qui orienteront également la manière dont ces ressources seront utilisées. En s’inscrivant dans des contextes variés et en adoptant une approche qui admet la coexistence de plusieurs rôles chez un même dirigeant, cette étude fait également ressortir l’importante marge de manoeuvre dont disposent les dirigeants locaux dans l’interprétation de leurs rôles, ainsi que l’effet des environnements sectoriel et syndical dans lesquels ils s’insèrent et qui délimitent en partie leur champ d’action. Notons néanmoins que, si ces deux environnements exercent une influence sur la perception qu’entretiennent nos répondants quant à leurs rôles, les analyses suggèrent qu’ils n’ont pas d’effet surdéterminant sur l’appropriation des rôles au plan local, car les dirigeants syndicaux au sein d’un même secteur et d’une même affiliation syndicale ne vont pas forcément prioriser les mêmes rôles dans l’exercice de leurs fonctions.

Abstract
In the current context of workplace transformation, this study examines local union representation and, more specifically, the roles assumed by local union presidents and vice-presidents. Taking into account the interaction between the representative, who interprets his role and maintains a vision and personal objectives in the face of his duties, and the sector and environment in which he operates, which presents him with particular problems and controls the resources at his disposal, this research analyzes how the perceived roles of local union leaders influence how they mobilize the resources available to them in assuming their representational functions.
Based on empirical qualitative research conducted with twenty-nine local leaders operating in the telecommunications (15) and hotel (14) sectors in Quebec, our results show that these leaders perceive themselves as occupying a variety of roles—linked both to organizational and relational dimensions—that not only influence their propensity to mobilize certain union resources, but will also guide how these resources will be used. By entering into a variety of contexts and adopting an approach that recognizes the coexistence of multiple roles within a single leader, this study also highlights the significant leeway local leaders have in interpreting their roles, as well as the effect of the sectoral and union environments in which they operate, which partly constrain their scope of action. It should be noted, however, that while both these environments have an influence on the respondents’ perceptions of their roles, the analysis suggests that they do not have an overriding effect on the appropriation of roles at the local level, since union leaders in the same sector and of the same union affiliation will not necessarily prioritize the same roles in the performance of their duties.

Resumen
En el contexto actual de transformaciones de los lugares de trabajo, este estudio se interesa a la representación sindical en el plano local y, más específicamente, a los roles asumidos por los presidentes y vice-presidentes de los sindicatos locales. Teniendo en cuenta la interacción entre el representante, que interpreta su rol y mantiene una visión y objetivos personales frente a sus funciones, y el entorno sectorial y sindical en el que se encuentra, que lo confronta con problemas y condiciones particulares y delimita los recursos a su disposición, esta investigación analiza la influencia de los roles percibidos por los dirigentes sindicales locales sobre la manera cómo pretenden movilizar los recursos puestos a sus disposición para asumir sus funciones de representación.
A partir de una investigación de naturaleza cualitativa llevada a cabo con veintinueve dirigentes locales activos en el seno de los sectores de telecomunicaciones (15) y de la hotelería (14) en Quebec, nuestros resultados muestran que esos dirigentes perciben ocupar roles variados — vinculados tanto a dimensiones organizacionales como relacionales – que van no solamente influenciar su propensión a movilizar ciertos recursos sindicales pero que también orientaran la manera como esos recursos serán utilizados. El estudio se inscribe en contextos diversos y adopta un enfoque que admite la coexistencia de varios roles en un mismo dirigente. Es así que se permite resaltar el margen de manobra importante del cual disponen los dirigentes locales en la interpretación de sus roles, así como el efecto de los entornos sectorial y sindical en los cuales los dirigentes se integran y que delimitan en parte sus campos de acción. Notamos, sin embargo, que si estos dos entornos ejercen una influencia sobre la percepción que nuestros participantes entretienen en cuanto a sus roles, los análisis sugieren que dichos contextos no tienen un efecto sobre-determinante sobre la apropiación de los roles en el plano local, puesto que los dirigentes sindicales en el seno de un mismo sector y de una misma afiliación sindical no van a priorizar necesariamente los mismos roles en el ejercicio de sus funciones.
