Résumé
Comment évoluent depuis la fin 1970 les statut et pratiques de négociation collective ? Quelles transformations sont repérables dans le comportement des acteurs ? Les six pays retenus dans cet article – Allemagne, Espagne, France, Grande-Bretagne, Italie, Suède – disposent de systèmes de relations professionnelles originaux. Les bouleversements économiques et sociaux poussent à des transformations, parallèlement à l’enjeu de l’Europe en construction. Les difficultés nées de la longue crise économique ne déstructurent pas ces systèmes, ni ne nivellent leur diversité. Les acteurs se montrent adaptables et jouent sur une acceptation sociale historiquement acquise pour maintenir leur influence. Ils investissent de nouveaux thèmes (emploi) et de nouveaux espaces d’échange (comités d’entreprise européens, pactes sociaux). Réponse apparemment rationnelle et efficace dans la crise, la négociation collective voit plutôt renforcée son statut, son cahier des charges densifié – dans les pays du continent européen. La Grande-Bretagne fait exception ; la mise en cause frontale du système de négociation collective et du pouvoir syndical souligne par contraste la tendance commune aux autres pays.
Progressivement la négociation collective est perçue comme le pivot des systèmes de relations professionnelles ; les acteurs collectifs tendent à s’identifier à leur fonction de négociateurs. La dissolution des anciennes alliances entre syndicats et partis inaugure un mouvement peu commenté de dépolitisation du projet syndical, avec recentrage sur l’espace des relations professionnelles. Avec le 21e siècle, des contradictions apparaissent. Les acteurs, patronaux et syndicaux, perdent en représentativité et en capacité d’intégration de bases hétérogènes. Les systèmes de négociation perdent en rendement ; les États les contournent ainsi que leurs acteurs pour piloter des transformations sociales. Plus qu’à une crise des systèmes, on a affaire à une crise des acteurs. Pour les syndicats, elle soulève la question de la revitalisation de leurs liens avec leurs mandants, comme celle des nouvelles alliances à construire.

Abstract
How has the status and practice of collective bargaining evolved since the end of the 1970s? What changes are noticeable in the behaviour of actors? The six countries included in this study – Germany, Spain, France, Great Britain, Italy, Sweden – have original industrial relations systems. Economic and social disruption is driving changes, at the same time that Europe is under construction. The difficulties arising from the prolonged economic crisis neither deconstructs these systems, nor eliminates their diversity. The actors are adaptable and play on a historically based social acceptance to maintain their influence. They invest in new areas and new spaces for exchange (European Works Councils, social pacts). Indeed, in an apparently rational and effective response to the crisis, collective bargaining sees its status somewhat enhanced and its remit intensified – in the Continental European countries. Great Britain is the exception; the head-on challenge to the collective bargaining system and union power is in contrast to the common trend in the other countries.
Progressively, collective bargaining is regarded as being at the core of industrial relations; collective actors identify with their role as negotiators. The dissolution of old alliances between unions and parties has started a movement which is little discussed; the depoliticization of the union project and a recentring within the industrial relations space. With the 21st century, contradictions emerge. The actors, both employer and union, lose their power of representation and integrative capacity. Negotiating systems lose their effectiveness; states bypass them as well as their actors in order to bring about social changes. More than a system crisis, we are dealing with a crisis of actors. For the unions, it raises the question of revitalizing their ties with their members, through such means as building new alliances.

Resumen
¿Cómo ha evolucionado el status y la práctica de la negociación colectiva desde finales de la década de 1970? ¿Qué cambios se notan en el comportamiento de los actores? Los seis países incluidos en este estudio - Alemania, España, Francia, Gran Bretaña, Italia, Suecia - tienen sistemas originales de relaciones laborales. Los trastornos económicos y sociales están impulsando grandes cambios, al mismo tiempo que Europa se encuentra en construcción. Las dificultades derivadas de la prolongada crisis económica no de-construye estos sistemas ni elimina su diversidad. Los actores se adaptan y se alinea en una aceptación social histórica para mantener su influencia. Se implican en nuevas áreas y nuevos espacios de intercambio (los comités de empresa europeos, los pactos sociales). De hecho, en una respuesta aparentemente racional y eficaz a la crisis, se constata en los países de Europa continental cierta ampliación del status de la negociación colectiva y su ámbito de acción se ve intensificado. Gran Bretaña es la excepción, encabezando la oposición al sistema de negociación colectiva y al poder de los sindicatos, en contraste con la tendencia común en los demás países.
Progresivamente, la negociación colectiva es considerada como el núcleo de las relaciones laborales; los actores colectivos se identifican con su papel como negociadores. La disolución de las viejas alianzas entre los sindicatos y los partidos ha iniciado un movimiento que es poco discutido: la despolitización del proyecto sindical y su recentramiento en el espacio de las relaciones laborales. Con el siglo 21, emergen las contradicciones. Los actores, empleadores y sindicatos, pierden su poder de representación y capacidad de integración. Los sistemas de negociación pierden su eficacia; los estados pasan por encima de ellos y de sus actores con el fin de lograr cambios sociales. Más que una crisis del sistema, se trata de una crisis de los actores. Para los sindicatos, se plantea la cuestión de la revitalización de sus relaciones con sus miembros, a través de medios tales como la construcción de nuevas alianzas.
