L’institutionnalisation au service de l’autonomie des féministes chiliennes The Institutionalization in Service of the Chilean Feminists’s Autonomy

Résumé

Cet article aborde la question de l’institutionnalisation et de l’autonomie du féminisme à partir du cas chilien. L’auteure propose une réflexion sur l’institutionnalisation en tant que processus d’accès aux ressources symboliques, matérielles et politiques de même que sur l’autonomie des organisations féministes institutionnalisées. L’institutionnalisation empêche-t-elle de porter un projet politique autonome? Ou constitue-t-elle, au contraire, un levier pour une action plus autonome? En vue de répondre à cette question, l’auteure effectue un retour historique et contextualisé sur le débat entre autonomie et institutionnalisation. Elle examine les notions d’institutionnalisation et d’autonomie, à travers la reconfiguration du mouvement féministe, l’élaboration d’une politique d’égalité des chances et la réaction à ce processus. Enfin, elle lance des pistes pour envisager ces deux notions dans un rapport positif de renforcement mutuel, dans un contexte où les besoins financiers des organisations non gouvernementales (ONG) les poussent parfois à rechercher à tout prix un partenariat avec l’État, voire avec les compagnies privées.

Abstract

This paper examines the question of the institutionalization and the autonomy of feminism in the Chilean case. I propose to consider the institutionalization as a process of access to the symbolic, material and political resources, and to evaluate the autonomy of the institutionnalized feminist organizations. Does the institutionalization impeed to defend an autonomous political project? Or, to the contrary, is it a lever for a more autonomous action? To answer this question, the paper will provide a historical and contextualized perspective on the autonomy vs institutionalization debate. The notions of institutionalization and autonomy will then be analyzed by considering the reconfiguration of the feminist movement and the development of the equal opportunities policies, as well as the reaction against this process. As a conclusion, I suggest to considerate these two notions in a positive relationship of mutual reinforcement, in a context where the financial needs of the NGOs lead them sometimes to look for a partnership with the State, even with the private companies, whatever the price is.
