Résumé

L’Organisation internationale du travail (OIT), partie intégrante de l’ONU, a pour mission de promouvoir la justice sociale et les droits de l’homme et du travailleur. Dès sa création peu après la Première Guerre mondiale, elle reconnaît le rôle des coopératives et se dote d’un service spécialisé dans l’appui coopératif aux États-membres; pour l’OIT, soutenir les coopératives et les valeurs qui les fondent concourt à la réalisation de sa mission. Une nouvelle recommandation à l’intention des États-membres, la recommandation n° 193, adoptée en juin 2002, incorpore les changements du contexte dans lequel évoluent les coopératives. Elle remplace et élargit le propos de la recommandation n° 127, centrée sur les pays en voie de développement. Intégrant l’identité coopérative telle que définie par l’Alliance coopérative internationale (ACI) en 1995, elle met l’accent sur l’autonomie des coopératives tout en soulignant le rôle primordial des gouvernements pour établir un cadre politique, juridique et institutionnel approprié. Les partenaires sociaux et les organisations coopératives apparaissent également comme des acteurs essentiels du développement coopératif. Au travers de cette recommandation et des actions engagées pour la diffuser, le BIT espère contribuer à faire évoluer les législations nationales pour un meilleur soutien des coopératives (lire aussi l’article de Bruno Roelants dans ce numéro).

Abstract

The mandate of the International Labour Organization (ILO), which is an integral part of the UN, is the promotion of social justice and workers' rights. Ever since its creation shortly after WWI, the ILO has recognized the role of cooperatives and has had a specific department for providing assistance to member states on cooperative matters. Supporting cooperatives and the values upon which they are based contributes to fulfilling its mandate. A new ILO recommendation for member states (recommendation 193, adopted in June 2002) addresses the evolution of the context in which cooperatives function. It replaces and expands the scope of recommendation 127, which was centered on developing countries. Incorporating the International Cooperative Alliance's 1995 definition of cooperatives, the new recommendation emphasizes the autonomy of cooperatives while stressing the crucial role of governments in establishing the appropriate political, legal and institutional framework. The social partners and cooperative organizations are also seen as vital to cooperative development. Through this recommendation and the steps taken to disseminate it, the ILO hopes to influence changes in national laws for providing better support to cooperatives (see Bruno Roelants' article in this issue).
