Résumé
Les auteurs apportent ici une contribution importante à la définition de l’économie sociale. Leur approche a ceci de particulier qu’elle ne sert pas uniquement un objectif théorique, mais vise aussi et surtout une mesure de l’économie sociale (en région Languedoc-Roussillon, dont nous publierons les résultats dans notre livraison de juillet). Le concept d’économie sociale est approché à partir de la notion d’« utilité sociétale », dont les critères sont la libre adhésion, l’égalité des membres, la production de valeur économique, la non-lucrativité, l’indépendance et la solidarité. Chaque critère fait l’objet d’une analyse théorique et empirique qui permet à la fois de réaliser un large examen de la littérature scientifique sur l’économie sociale et l’économie solidaire, et de poser les principaux problèmes actuels des familles de l’économie sociale. Distinguant une forme de solidarité horizontale (ou de régulation interne) et une forme verticale (s’ouvrant à des bénéficiaires qui ne sont pas des « adhérents explicites »), les auteurs concluent en replaçant les débats actuels dans une perspective historique qui éclaire les conditions d’émergence et de développement de l’économie sociale au cours du XXe siècle.
Abstract
In this article, the authors make an important contribution to defining the social economy. The particularity of their approach is that it not only has a theoretical objective, but more significantly it also attempts to measure the social economy (in the Languedoc-Roussillon region, and the results will be published in our July issue). Their view of the social economy is based on the notion of "societal utility," which has the following criteria: open membership, equality, production of economic value, non-profit purpose, independence and solidarity. Each criteria is analyzed theoretically and empirically, which allows the authors both to carry out a survey of the academic literature on the social economy and to raise the main current issues concerning the various branches of the social economy. The authors identify a form of horizontal solidarity (or of internal regulation) and a vertical form (extending beyond "explicit members"). They conclude by reconsidering the current debate from an historical perspective that highlights the conditions for the emergence and development of the social economy in the 20th century.
