Résumé
Au Québec, à la suite de l’adoption de la Loi 170 sur les réorganisations municipales, plusieurs groupes se sont inquiétés des effets d’une telle réorganisation sur la représentation des femmes et des personnes issues des groupes ethnoculturels dans les conseils municipaux, allant même jusqu’à prédire une baisse significative de leurs effectifs. Cet article examine les principales caractéristiques démographiques et ethnoculturelles des élus municipaux dans les cinq villes assujetties à la Loi 170, soit Gatineau, Lévis, Longueuil, Québec et Montréal, après les élections municipales du 4 novembre 2001. Plus précisément, il tente d’apporter une réponse à ces questions : les fusions ont-elles permis l’émergence d’acteurs nouveaux sur la scène politique municipale québécoise ? Encore trop peu présentes au sein des conseils municipaux, les femmes ont-elle fait les frais des réorganisations municipales ? Après les fusions, comment la diversité ethnoculturelle se manifeste-t-elle à Montréal ? En somme, cet article tente de voir si le nouveau contexte municipal a favorisé la reproduction ou le renouvellement des représentants municipaux.
Abstract
In Quebec, following the implementation of Law 170 dealing with municipal reorganizations, several groups worried about the effects of such reshuffle on the presence in municipal councils of women and individuals from ethnocultural groups. They feared a significant decrease of their representation. Following the municipal election of 2001, this article addresses the main demographic and ethnocultural characteristics of elected officials in the five cities subject to Law 170, i.e. Gatineau, Levis, Longueuil, Quebec, and Montreal. More specifically, it attempts to find answers to the following questions : did mergers lead to the emergence of new actors on the Quebec municipal political scene ? Notwithstanding their low representation in municipal councils, did women become the victims of this municipal reshuffle ? After the mergers, how is ethnocultural diversity demonstrated in Montreal ? In short, this article attempts to find out whether this new municipal environment has encouraged the reproduction or renewal of municipal representatives.
