L’analyse politique critique au Canada anglais et la question du Québec, 1970-1993

Résumé

Il y aurait beaucoup à dire sur les théories élaborées au Canada anglais sur les réalités québécoises depuis le XIX^e siècle. Nous verrons de quelle façon le nationalisme québécois et ses revendications constitutionnelles ont été analysées dans les universités canadiennes, durant les vingt-cinq dernières années. Il est possible de retracer chronologiquement l’hégémonie de quelques grands paradigmes théoriques, qui se suivent selon des enchaînements à la fois de filiation et de rupture. L’attachement aux institutions étatiques tend pourtant à apparaître comme une constante desdits paradigmes, conditionnant dans certains cas la perception des phénomènes circonscrits et, ce qui devient paradoxal, la définition démocratique même des rapports entre populations et... institutions.

Abstract

History has yet to be written on the main explanations given by English Canada on Quebec realities since the 19^th Century. In this paper, I delve into how progressive and left liberal political analysts in anglophone universities outside Quebec have accounted for, over the last quarter of a century, Quebec nationalism and its constitutional demands. It is possible to establish chronologically the dominance of certain important theoretical paradigms, linked by series of filiations and discontinuities. The specialists' personal attachment to the established state institutions, though, appear to me as a constant of those paradigms, determining in certain cases the very perception of the studied phenomena and, what is really paradoxical, the democratic definition itself of the relationship between populations and... institutions.
