RÉSUMÉ
Cet article présente l'analyse du partenariat mis en œuvre en Lituanie dans le cadre d'un programme européen, Tempus, d'un point de vue original : celui du coordonnateur du projet. C'est donc avec le recul de deux années, et à partir d'un matériau abondant, que l'auteur dissèque les différentes formes de partenariat qui ont existé au cours des phases successives du projet. Un « partenariat » prescrit a d'abord été défini par un groupe de pilotage, véritable « invention » qui a donné au projet son cadre formel et le moyen de ne pas s'inscrire dans l'ordre établi des universités lituaniennes. L'introduction d'un « deuxième cercle » de partenaires a transformé ce cadre contractuel, et ce désordre relatif a permis de réaliser une innovation authentique, qui s'est traduite dans les pratiques et les représentations collectives, au prix d'un travail de coordination très investi. La spécificité du partenariat international est interrogée en conclusion.
ABSTRACT
This article analyses a partnership experience that was made in Lithuania, within the context of Tempus programme of the European Union. The author's perspective is an unusual one; he was the co-ordinator of the project. Now with a distance of two years and an abundance of information, the author is able to distinguish the different types of partnerships that characterised the several phases of the project. At first the "partnership" was prescribed by those who put the pilot project into place. This invention of an institutional form both provided a formal shape to the project and allowed it to avoid becoming part of established order of Lithuanian universities. The introduction of a "second circle" of partners transformed the original contractual setting, and the resulting relative disorderliness allowed a genuine innovation to occur. This second change generated shared practices and meanings, albeit at the cost of heavy co-ordination tasks. The conclusion assesses the particularities of international partnership.
