Résumé
Dans une entreprise sociale, la notion de « performance » doit s’entendre dans un sens plus large que la seule rentabilité financière. Parce que ce type d’entreprise poursuit une mission sociale dont la réalisation a des impacts collectifs, il convient d’aller au-delà de ce que permettent les seuls indicateurs livrés par le marché. Cela exige de revisiter non seulement la notion même de production, mais aussi la manière dont on mesure la valeur de ce qui est produit par l’entreprise. C’est à cela que les auteurs s’attellent en élaborant une définition de la performance entendue comme une « production élargie », à laquelle ils donnent toutefois des contours précis.
Quand on élargit la notion de production pour prendre en considération ses impacts se pose inévitablement la question de savoir si cette approche démontre également son opérationnalité. En particulier, il convient de se demander si les impacts que l’on souhaite intégrer dans une vision élargie de la production sont mesurables. Par nature, ces impacts ne sont pas pris en compte par le marché et leur mesure renvoie à la question classique de l’évaluation des biens non marchands.
Les auteurs recensent dans un cadre structuré les différentes techniques de mesure monétaire de la valeur des biens non marchands et indiquent si elles sont de nature à déboucher, pour l’évaluation de la performance d’une entreprise sociale, sur des valeurs pertinentes. Ils illustrent leur propos en appliquant cette grille de lecture à la méthodologie du retour social sur investissement (social return on investment – SROI). En raison des limites théoriques que présente l’évaluation monétaire, les auteurs concluent à la nécessité de poursuivre les travaux d’évaluation de la performance basés sur des analyses multicritères.

Abstract
In a social enterprise, the notion of “performance” must be understood in a broader sense than the sole financial profitability. Because enterprises of this type pursue a social mission, whose completion generates collective impacts, one has to go beyond what is made possible by the sole market-based indicators. This requires to revise not only the very notion of production, but also the way in which the value of what is produced by the enterprise is measured. This is the task that the authors of the present article tackle, through building a definition of performance understood as “enlarged production” — a notion which they nevertheless define with accuracy.
Whenever the notion of production is enlarged so as to take into account the impacts of the latter, the question of whether this approach is also operational unavoidably arises. In particular, one must ask oneself whether the impacts that one wants to include in an enlarged conception of production are measurable. By nature, these impacts are not taken into account by the market and measuring them sends back to the classical question of the evaluation of non-market goods.
The authors draw up an inventory of the various techniques of monetary evaluation of the value of non-market goods and indicate whether these techniques are likely to lead to values that are relevant to evaluate the performance of a social enterprise. They illustrate their analysis by applying this grid of analysis to the methodology of social return on investment (SROI). Because of the theoretical limits of monetary evaluation, the authors conclude that works on performance evaluation based on multi-criteria analyses must be further pursued.
Resumen
En una empresa social, la noción de « resultados » se tiene que entender en un sentido más amplio que la única rentabilidad financiera. Porque ese tipo de empresa persigue una misión social, cuya realización genera impactos colectivos, hay que ir más allá de lo que permiten únicamente los indicadores del mercado. Esto exige revisar no solo la noción misma de producción sino también la manera con la cual se mide el valor de lo que la empresa produce. Es esta la tarea que afrontan los autores del presente artículo, construyendo una definición de los resultados entendidos como una « producción extendida » – de la cual dan sin embargo una definición precisa.
Cada vez que se amplía/extiende la noción de producción para tomar en cuenta los impactos de la misma, surge inevitablemente la cuestión de saber si ese enfoque demuestra también su operacionalidad. En particular, hay que preguntarse si los impactos que uno quiere integrar en una visión ampliada/extendida de la producción son medibles. Por naturaleza, esos impactos no están tomados en cuenta por el mercado, y su medida hace referencia a la cuestión clásica de la evaluación de los bienes no mercantiles.
Los autores hacen inventario en un marco estructurado de las varias técnicas de medida monetaria del valor de los bienes no mercantiles e indican si son susceptibles de desembocar en valores pertinentes para la evaluación de los resultados de una empresa social. Ilustran su análisis aplicando ese cuadro de análisis a la metodología del retorno social sobre la inversión (social return on investment – SROI). Dados los límites teóricos de la evaluación monetaria, los autores concluyen que es necesario perseguir los trabajos de evaluación de los resultados basados en análisis multi-criterios.
