Résumé
À son arrivée à la tête de l’ONU en 2007, Ban Ki-moon hérite d’une politique climatique multilatérale fragilisée par le manque de leadership des États, la fragmentation des agences onusiennes et la faible implication des acteurs non étatiques. Contre toute attente, le Secrétaire général fait du climat une priorité de son mandat, se positionnant comme un acteur clé des négociations climatiques. À partir d’archives relatives aux actions du Secrétaire général, cet article montre comment Ban Ki-moon a su tirer parti de la crise de gouvernance pour s’imposer, d’abord comme autorité reconnue, puis comme administrateur et diplomate influent dans la gouvernance mondiale du climat. Son action culmine avec la signature de l’Accord de Paris en 2015 et se prolonge sous le mandat de son successeur, António Guterres, consacrant ainsi l’institutionnalisation du rôle climatique du Secrétaire général des Nations Unies.

Abstract
When Ban Ki-moon took office as Secretary-General of the United Nations in 2007, he inherited a multilateral climate policy weakened by the lack of leadership from states, the fragmentation of UN agencies, and the limited involvement of non-state actors. Against all expectations, he made climate change a central priority of his mandate, positioning himself as a key player in climate negotiations. Drawing on archival material related to the actions of the Secretary-General, this article shows how Ban Ki-moon leveraged the governance crisis to establish himself, first as a recognized authority, and later as an influential administrator and diplomat in global climate governance. His efforts culminated in the signing of the Paris Agreement in 2015 and were continued under the leadership of his successor, António Guterres, thus consolidating the institutionalization of the UN Secretary-General’s climate role.
