Résumé
La négociation constitue l’un des principes régulateurs des organisations internationales. Bien que largement étudiée en termes matériels (climat, commerce, armement, etc.), elle concerne aussi les conquêtes de postes internationaux, où il arrive de voir des États négocier en faveur de certains de leurs partenaires. Notre article traite justement du cas de l’Organisation internationale de la Francophonie (oif), et analyse l’option française d’une négociation du consensus en faveur du Rwanda à l’occasion de l’élection au secrétariat général de cette organisation en 2018. Après une précision conceptuelle sur la notion de « négociation pour autrui » en Relations internationales, notre texte revient sur les variables historiques des élections à ce poste, avant de dérouler les stratégies opérationnalisées par la France en 2018. On en apprend que le pilotage du multilatéralisme francophone repose sur une démarche hégémonique de la France, facilitée à la fois par des divisions régulières entre Africains, une relative prudence canadienne et une quasi-indifférence des pays asiatiques de la Francophonie. Tout cela oblige la France à tenir une articulation flexible entre ses intérêts, ceux de ses partenaires, et les principes et valeurs portés par cette organisation.

Abstract
Negotiation is one of the regulating principles of international organizations. Although largely studied in material terms (climate, trade, armaments, etc.), it also concerns the conquest of international positions, where States sometimes negotiate in favour of certain of their partners. Our article deals with the case of the Organisation internationale de la Francophonie (oif), and analyses the French option of negotiating a consensus in favour of Rwanda for the election to the General Secretariat in 2018. After a conceptual clarification on ‘negotiation for others’ in International Relations, our article returns to the historical variables of the elections to this position, before unfolding the strategies operationalised by France in 2018. We learn that the steering of francophone multilateralism is based on a hegemonic approach by France, which is facilitated by regular divisions between Africans, a relative caution of Canada and a quasi-indifference of Asian countries members of the Francophonie. All this allows France to maintain a flexible articulation between its interests, those of its partners, and the principles and values promoted by this organization.
