Résumé
À travers l’analyse des approches adoptées par les différentes administrations qui se sont succédé à Washington entre 1977 et 2020, cet article vise à démontrer que, malgré des périodes de refroidissement ponctuelles et conjoncturelles, la politique de la Maison-Blanche vis- à-vis de la République islamique est, dans une large mesure, caractérisée par une logique pérenne et binaire de « neutralisation-négociations ». Ce faisant, il établit aussi que la politique de pression maximale adoptée par Washington depuis 2017, tout en constituant une rupture dans la forme, s’inscrit-elle aussi dans la continuité des efforts investis par les administrations qui ont précédé celle du président Trump.

Abstract
Through the analysis of the approaches adopted by the various administrations which succeeded one another in Washington between 1977 and 2020, this article aims to demonstrate that, despite occasional and cyclical periods of cooling, the White House’s policy towards the Islamic Republic is, to a large extent, characterized by a perennial and binary logic of “neutralization-negotiations”. In doing so, this study seeks to show that Washington’s policy of maximum pressure adopted since 2017, while constituting a break in form, remains consistent with the long-term efforts invested by the different administrations which preceded that of President Trump.
