Résumé
Alors que les relations entre la Russie et les États-Unis se sont considérablement dégradées depuis la crise ukrainienne, le dialogue stratégique entre Moscou et Washington sur le contrôle des armements connaît une panne sans précédent. Tandis que la Russie multipliait les « signaux nucléaires », le président russe a fait étalage de nouveaux armements hypersoniques en mars 2018, faisant redouter un abaissement du seuil d’emploi du feu nucléaire. En s’appuyant sur les documents officiels russes, en analysant les récentes améliorations constatées au sein des forces conventionnelles russes et en tenant compte des derniers éléments du débat stratégique portant sur la dissuasion nucléaire de la Russie, cet article vient nuancer l’idée répandue selon laquelle Moscou serait plus encline aujourd’hui à utiliser ses armes atomiques. En outre, le Kremlin reste fondamentalement intéressé par le maintien d’un cadre légal international portant sur le contrôle des armements auquel contribue le traité russo-américain New Start.

Abstract
Whereas the relations between Russia and the us have critically deteriorated since the Ukrainian crisis, the Moscow-Washington strategic dialogue on arms control has been stalling as never seen before. Multiplying “nuclear signaling”, Russia has furthermore raised the stakes when President Vladimir Putin displayed highly sophisticated and hypersonic weapons in his March 2018 speech, rising the fear that Russia’s nuclear threshold has been lowered. Through the examination of Russian official documents, by analyzing the recent critical progress achieved by Russian conventional forces and by taking into consideration the latest outcomes of the strategic debate regarding Russia’s nuclear deterrence, this paper aims at mitigating the widely spread idea that Moscow is today more ready than ever to use its nuclear capabilities. Moreover, the Kremlin remains fundamentally interested in maintaining an international legal framework for arms control to which the Russian-American New Start treaty contributes.
