Résumé
L’objectif de cette contribution est de présenter et discuter une thèse, apparue à la suite des interventions américaines en Afghanistan (2001) et en Irak (2003), qui prétend que la relation entre la victoire militaire et le retour à la paix aurait été complètement bouleversée. Selon les tenants de cette thèse, la victoire militaire entraînait autrefois le renoncement automatique du belligérant défait et, consécutivement, la fin des hostilités. Cependant, ils constatent que tel n’est plus le cas aujourd’hui et en concluent qu’un changement profond dans la nature même de la guerre aurait récemment eu lieu. Les auteurs que nous nous proposons d’étudier livrent ainsi une contribution originale s’insérant pleinement dans le courant des « nouvelles guerres ». Nous critiquerons néanmoins leur thèse, soulignant ses lacunes conceptuelles, historiques et théoriques et montrerons que la victoire militaire, telle que l’entendent ces auteurs, n’a jamais eu pour conséquence inévitable le retour à la paix.

Abstract
The purpose of this article is to present and discuss a theory that emerged following the American interventions in Afghanistan (2001) and Iraq (2003), according to which the relationship between military victory and the return to peace has been turned completely upside down. Supporters of the theory argue that in the past, a military victory automatically led defeated combatants to stand down, thereby ending hostilities. However, they note that this is no longer the case and suggest that the very nature of war has recently undergone a significant change. The authors we propose to study thus present an original contribution consistent with the “new wars” concept. We will critique their theory, highlighting its conceptual, historical, and theoretical shortfalls and demonstrating that military victory, as understood by these authors, has never automatically resulted in a return to peace.

Resumen
El objetivo de esta contribución es presentar y debatir una tesis, surgida tras intervenciones americanas en Afganistán (2001) y en Irak (2003), que pretende que la relación entre la victoria militar y el retorno a la paz hubiera sido totalmente alterada. Según los defensores de esta tesis, la victoria militar acarreaba antes la renuncia automática del beligerante vencido y por consecuencia, el fin de las hostilidades. Sin embargo, constatan que hoy en día esto ya no sucede y concluyen que habría habido recientemente un cambio profundo en la naturaleza misma de la guerra. Los autores que nos proponemos estudiar brindan así una contribución original que se inserta plenamente en la corriente de las “nuevas guerras”. Criticaremos sin embargo su tesis, destacando sus lagunas conceptuales, históricas y teóricas y mostraremos que la victoria militar, tal como la entienden estos autores, nunca tuvo como consecuencia inevitable el retorno a la paz.
