Résumé
Dans le cadre de sa participation à la mission en Afghanistan, le gouvernement canadien a mis en oeuvre une approche pangouvernementale au sein de l’Équipe provinciale de reconstruction (epr) à Kandahar. Étant donné la grande diversité des organisations appelées à participer à cet effort concerté, des risques de résistance institutionnelle étaient prévisibles. L’auteure s’interroge sur les raisons pour lesquelles des tensions organisationnelles ont émergé à l’epr et sur la manière dont ces tensions ont affecté les dynamiques de collaboration interministérielle. Afin d’examiner ces sensibilités, elle s’appuie sur la littérature de la théorie des organisations et intègre une perspective féministe pour définir le phénomène de subordination des organisations. Cette contribution apporte des éléments nouveaux à l’étude de la collaboration civilo-militaire et tire des leçons quant aux politiques à mettre en place pour optimiser les interventions canadiennes à l’étranger.

Abstract
The Canadian government applied a whole-of-government approach to its role in the Afghanistan mission with the Provincial Reconstruction Team (prt) in Kandahar. Institutional resistance was a foreseeable risk on the mission, given the diversity of organizations called on to work together there. The author looks into the reasons that organizational tensions emerged in the prt and how those tensions affected the dynamics of interdepartmental cooperation. She examines those sensitivities in light of the literature of organization theory and integrates a feminist perspective to characterize the phenomenon of organizational subordination. The results shed new light on the study of civil–military cooperation and yield policy lessons for optimizing Canada’s international interventions.

Resumen
El gobierno canadiense, en el marco de la participación en la misión en Afganistán, implementó un enfoque pan-gubernamental dentro del Equipo Provincial de Reconstrucción (epr) en Kandahar. Dada la gran diversidad de las organizaciones invitadas a participar en este esfuerzo concertado, se preveían riesgos de resistencia institucional. La autora se cuestiona sobre las razones por las que surgieron tensiones organizacionales en el epr y sobre la manera en que dichas tensiones afectaron las dinámicas de colaboración interministerial. Con el fin de examinar estas sensibilidades, la autora se apoya en la literatura de la teoría de las organizaciones e integra una perspectiva feminista para definir el fenómeno de subordinación de las organizaciones. Esta contribución aporta elementos nuevos al estudio de la colaboración entre lo civil y lo militar además de sacar lecciones sobre las políticas que se deben implementar para optimizar las intervenciones canadienses en el extranjero.
