Abstracts
Résumé
La plupart des travaux traitant du design des engagements internationaux insistent sur la rationalité des acteurs, laquelle leur permet, face à plusieurs options, de choisir celle qui répond de façon optimale à leurs intérêts. Si ces travaux représentent une contribution remarquable à l’analyse des variations du comportement des États au sein des institutions internationales, ils négligent cependant le rôle des structures intersubjectives dans la construction des intérêts des États. À l’exception de quelques travaux théoriques qui soulignent cette limite d’ordre épistémologique, rares sont les études de cas qui s’y consacrent. Le propos central de cette étude qui s’inspire de la décision du Chili d’être membre associé au Mercosur est de démontrer que le design des engagements internationaux constitue certes un choix rationnel de la part des États, mais que ce choix est avant tout conditionné par les identités des États.

Abstract
Most of works dealing with the design of international commitments focus on the rationality of actors which allows them, among several options, to choose the one that responds optimally to their interests. Although these works represent a significant contribution to the analysis of states’ behavior within international institutions, they neglect the role of intersubjective structures in the formation of states’ interests. Curiously, there are few theoretical works that emphasize this epistemological limit of rationalist design of international commitments. Moreover, few case studies focus on this. The central purpose of this study is to show that while the design of international commitments is a rational choice on the part of states, this choice is primarily conditioned by states’ identities. The case study is Chile’s decision to join Mercosur as an associate member.

Resumen
La mayoría de los estudios que tratan el diseño de los acuerdos internacionales insisten en la racionalidad de los actores, lo que les permite elegir la opción de mejor responda a sus intereses. Si bien esos trabajos representan una contribución notable al análisis del comportamiento de los Estados en el seno de las instituciones internacionales dejan de lado el rol de las estructuras intersubjetivas en la construcción de los intereses de los Estados. A excepción de ciertos trabajos teóricos que destacan ese límite de orden epistemológico, son raros los estudios que se abocan al análisis de tales estructuras. Analizando la decisión de Chile de ser un miembro asociado del Mercosur, nos proponemos demostrar que el diseño de los acuerdos internacionales es ciertamente una elección racional, pero que esa elección esta condicionada por la identidad de los Estados.
