Résumé
Nous nous intéressons aux déterminants du soutien des États membres de l'Union européenne à une stratégie gazière européenne. Malgré la volonté de l'Union européenne de passer à l'action, la persistance des intérêts nationaux complique la mise en oeuvre d'une politique énergétique commune. Nous soumettons les cas de trois États membres au test de la théorie intergouvernementaliste libérale (IL), selon laquelle les groupes d'intérêts industriels et économiques sont les plus infl uents sur la politique étrangère nationale. Nous comparons cette approche aux théories réaliste et constructiviste et concluons que le niveau de dépendance énergétique et les facteurs identitaires ne sont pas aussi infl uents sur la position des États que ne l'est le niveau d'investissement des entreprises gazières nationales dans des projets gaziers en Russie.

Abstract
We seek to find the factors that influence European Union member states' support for a common natural gas strategy. Even though the EU already expressed its will to act in energy issues, member states' national interests still prevent a coherent energy policy from being implemented. We test three member states with the LIG theory, which considers that groups that represent economic and industrial interests are the most influential on their national foreign policy. We compare this theory with realist and constructivist approaches and conclude that the level of gas import dependency and national identity factors are less influent on state support to the common policy than is the level of investment of national energy champions in the Russian gas sector.
