En août 2008, le Caucase du Sud a été le théâtre d’une guerre éclair opposant la Géorgie et la Russie. Ce conflit a fait suite à l’intervention géorgienne en Ossétie du Sud, région séparatiste que Tbilissi a tenté de faire revenir dans son giron. Il a ravivé l’intérêt et les interrogations autour des « conflits gelés » de l’espace postsoviétique, à savoir les conflits d’Abkhazie et d’Ossétie du Sud en Géorgie, de Transnistrie en Moldova et du Nagorno-Karabakh en Azerbaïdjan. L’objectif de ce numéro spécial d’Études internationales est de faire le point sur la genèse de ces conflits, sur leur évolution, mais aussi sur l’implication d’acteurs externes, au premier rang desquels figure la Fédération de Russie. Seront également analysées les actions de l’Organisation du traité de l’Atlantique Nord (otan) et de l’Union européenne (ue), dont les frontières ont été repoussées à l’Est par les élargissements successifs. Avant de présenter plus en détail les différentes contributions au dossier, nous souhaitons revenir sur le concept de « conflits gelés » et sur sa définition. Nous tenterons ainsi de dégager les caractéristiques communes de ces conflits et de montrer en quoi ils se distinguent des autres conflits de ce monde. Par la suite, nous exposerons les grands débats théoriques et politiques soulevés par leur existence même et reviendrons sur les difficultés liées à toute entreprise de médiation et de résolution. Il n’existe aucune définition formelle, ni de consensus entourant le terme de « conflit gelé ». Pour éclaircir notre propos, nous pouvons considérer qu’un « conflit gelé » est un conflit armé qui, après une phase militaire, est suspendu par un cessez-le-feu pour une longue période et où les belligérants sont généralement séparés par une opération de maintien de la paix (Jolicoeur 2004a ; Mackinlay et Cross 2003 ; Lynch 2000). Bien que les hostilités armées soient interrompues et qu’un processus de paix soit établi, aucune solution n’a encore été trouvée et les négociations, dans l’impasse, semblent indéfiniment bloquées. Les pays engagés dans ce type de conflit se trouvent donc dans un contexte de « ni guerre, ni paix » et ne parviennent pas à dégeler la situation. L’intervention géorgienne en Ossétie du Sud et la guerre qui a suivi avec la Russie marquent un tournant relatif : l’Ossétie du Sud et l’Abkhazie ont obtenu la reconnaissance de leur indépendance de la part de quatre États ou organisations politiques : la Fédération de Russie, le Nicaragua, le Venezuela et le Hamas. Toutefois, la logique du gel semble avoir repris le dessus après la phase militaire : des négociations, chapeautées par l’ue, se sont ouvertes à Genève en octobre 2008. Les pourparlers n’aboutissent à aucune avancée, alors que les tensions entre Ossètes et Géorgiens persistent. Au-delà de la transformation du conflit en un conflit interétatique, la dynamique de l’impasse semble prévaloir après plusieurs mois de négociations infructueuses. C’est en ce sens que l’Ossétie du Sud et l’Abkhazie restent des « conflits gelés », malgré les évolutions récentes. Le terme de « conflits gelés » n’a été ni conceptualisé, ni situé par rapport aux autres formes de rapports belligènes dans la littérature polémologique. Certains concepts s’en rapprochent, mais finissent toujours par décrire une réalité différente des conflits gelés étudiés ici. Dans la plupart des typologies de conflits, les auteurs classent ce phénomène social selon l’intensité de la violence ou des moyens utilisés (guerre limitée/guerre illimitée), le nombre d’acteurs concernés (dyade, triade, etc.), la durée (courte ou longue), l’extension territoriale (mondiale, régionale, locale, transnationale), l’intention des protagonistes (guerres offensives/défensives) ou les forces relatives des protagonistes (Duroselle 1992 : 230-251 …
