Suspecte, sulfureuse, scandaleuse et possiblement même dangereuse, la pensée politique et internationale de Carl Schmitt (1888-1985) a fréquemment suscité une réaction épidermique chez certains de ses détracteurs avant tout soucieux de jeter l’opprobre sur un auteur qu’une incontestable complicité – et c’est le moins que l’on puisse dire – avec le mouvement national-socialiste condamnerait pour ainsi dire d’avance. De manière générale, deux camps s’affrontent. Il y a d’une part ceux qui refusent de voir autre chose dans la production intellectuelle de Schmitt que des prises de position « meurtrières » dont les « ressorts internes » impliqueraient invariablement une convergence avec le nazisme (Zarka 2005 : 10 et 91). Pour ces derniers, C. Schmitt ne serait rien d’autre qu’un vulgaire et très opportuniste idéologue nazi – il l’aurait d’ailleurs toujours été puisque sa pensée « l’y conduisait » et « l’y maintiendra » (Zarka 2005 : 9) – dont les écrits auraient tout au plus une valeur strictement documentaire, au même titre par exemple que le Mein Kampf rédigé par Adolf Hitler en 1923-1924, ce qui justifie entièrement qu’ils ne creusent pas plus avant leur possible pertinence conceptuelle ou théorique. Il y a, d’autre part, ceux qui estiment que la réflexion de Schmitt, notamment celle qui est antérieure et postérieure à sa période nazie – qui s’étend au minimum entre 1933 et 1938, lorsque paraît son ouvrage controversé sur le Léviathan de Thomas Hobbes (Schmitt 2002), pour peut-être même courir jusqu’en 1942 – procède vraisemblablement d’un travail suffisamment rigoureux et peut-être même particulièrement clairvoyant sur la politique pour justifier qu’on ne le disqualifie pas ipso facto et qu’on s’interdise de le lire et d’en faire l’étude. Non pas que cette possible pertinence déchargerait l’auteur de sa responsabilité d’avoir consciemment contribué, sur le plan juridique qui est celui qu’il revendiquera, à la mise en place et à l’organisation d’un régime qui aura sciemment oeuvré à l’anéantissement de millions d’êtres humains. Le fait apparaît tout à fait incontestable – et C. Schmitt lui-même ne cherchera pas plus à le contester qu’à se justifier –, mais il ne va cependant pas au fond des choses. Car, un peu à la manière de Martin Heidegger qui est lui aussi encore sévèrement jugé pour son soutien résolu au national-socialisme, C. Schmitt n’a pas seulement écrit d’infâmes brûlots antisémites et réactionnaires. Il a aussi écrit ce que certains, et non des moindres, estiment être « des textes qui comptent parmi ce qui a été produit de plus remarquable et de plus puissant au 20e siècle » (Kervégan 2005a : 13) ; des textes dont la pertinence justifie vraisemblablement de ne pas – de ne plus – se satisfaire aujourd’hui de le stigmatiser et de maintenir son spectre à l’écart par une sorte de reductio ad Hitlerum (Strauss 1986 : 51). Ce qu’il conviendrait plutôt de faire, ce serait de chercher à apprécier ses textes « jusqu’au point où ils peuvent se révéler intellectuellement féconds », c’est-à-dire jusqu’au point où leur contribution à l’intelligence du droit, de la politique, mais aussi des relations internationales, pourra « alimenter un véritable travail de pensée » (Kervégan 2005a : 13). Tel est l’objectif visé par ce numéro spécial qui ne portera donc pas à proprement parler sur la place que Schmitt aurait occupée dans la discipline des relations internationales ou même sur son influence directe ou indirecte sur cette discipline, mais qui s’interrogera plutôt sur la réflexion qu’il a lui-même consacrée à la scène internationale ainsi que sur les implications qu’il serait possible de tirer de cette réflexion pour mieux comprendre ce domaine. Cette perspective d’étude de la pensée …
