Résumé
La multiplication des crises de change durant les années quatre-vingt-dix et l'apparente instabilité du système financier international alimentent depuis quelques années une intense réflexion sur le besoin de concevoir une nouvelle « architecture financière internationale ». Les États et les institutions internationales sont restés en retrait par rapport à l'idée de concevoir cette « architecture » sur la base de principes contraignants et soutenaient jusqu'à une date récente des initiatives d'inspiration néolibérale. L'objet de cet article est double : il est d'abord de chercher à expliquer pourquoi le système financier international est actuellement de nature anarchique ; il est ensuite de mettre en perspective théorique les projets actuels à partir d'un cadre général d'interprétation fondé sur le clivage entre « gouvernance globale » et « régime international ». L'analyse présentée montre que les tendances lourdes poussaient à la création d'instances de régulation du marché et non d'un « régime international » en matière financière. C'est cette conclusion qui pourrait être invalidée si les États et les institutions internationales, après les événements tragiques du 11 septembre 2001, étaient amenés à réviser leur position sur la base de considérations de politique internationale et d'une meilleure évaluation des intérêts économiques.
Abstract
The dramatic increase of exchange crisis during the 1990s and the apparent instability ofthe international financial System provide food for plans about a new financial « architecture ». The States and the international institutions stayed in the background concerning the idea to conceive this architecture on the basis of constraining rules and, untilnow, supported neoliberal initiatives. This paper focuses on two questions : firstly, the purpose is to explicite the jactors explaining why the international financial System is ai the moment anarchie ; secondly, the purpose is to put in theoretical perspective the projects in discussion at present from a framework based upon the opposition between « global governance » and « international regime ». The analysis shows that the historical trends pushed the world economy in the way of market regulation and not in the way of an « international regime » in the financial domain. It is this conclusion which can be wrong, because the llth september 2001 tragic events might induce the States and the international institutions to take a new strategic position on the basis of international considerations and a better evaluation of the economic interests.
