Abstract
With increasing attention cast on the use of public land for housing, the Northwest Territories (NWT) offers a relevant case study. ‘Public’ land in the territory has been a site for homes for decades, particularly in its smaller communities, where thirty percent of homeowner households sits on a government land lease. This article explores this unique practice and situates it within the broader conversation on the intersection between land and housing. Using a mixed-methods approach combining data and correlation analysis with content analysis of territorial Hansard records, I contextualize NWT land policy and find significant differentiation in the prevalence of residential land leases, including by region and community size. Further, I show that the approach to leasing land for housing in the NWT serves as a barrier to improving housing outcomes in the territory, particularly in predominantly Indigenous communities outside the regional administrative centres, including in regions where modern treaties exist. I conclude by calling for a more nuanced approach to land policy in the NWT that centres Indigenous communities and recognizes the role such policy plays in informing housing outcomes.

Résumé
Alors que l'utilisation des terres publiques à des fins résidentielles suscite une attention croissante, les Territoires du Nord-Ouest (T.N.-O.) offrent un cas d'étude pertinent. Les terres publiques du territoire accueillent des habitations depuis longtemps, en particulier dans les petites collectivités, où 30 % des ménages propriétaires sont locataires d'un bail foncier gouvernemental. Cet article explore cette pratique unique et la situe dans le cadre d'une réflexion plus large sur l'intersection entre la terre et le logement. À l'aide d'une approche mixte combinant des données et une analyse de corrélation avec une analyse de contenu des archives territoriales du Hansard, je contextualise la politique foncière des T.N.-O. et constate une différenciation significative dans la prévalence des baux fonciers résidentiels, notamment selon la région et la taille de la collectivité. De plus, je démontre que l'approche de location de terres à des fins résidentielles aux T.N.-O. constitue un obstacle à l'amélioration de la situation en matière de logement sur le territoire, en particulier dans les collectivités à prédominance autochtone situées à l'extérieur des centres administratifs régionaux, y compris dans les régions où existent des traités modernes. Je conclus en préconisant une approche plus nuancée de la politique foncière aux T.N.-O., qui place les communautés autochtones au centre de ses préoccupations et reconnaisse le rôle de cette politique dans l'amélioration de la situation en matière de logement.
