Abstract
Road freight governance and decarbonization are often addressed separately in both academic research and professional practice, despite road freight being a significant source of carbon emissions in Canada. This article addresses that gap by examining how public-sector staff perceive intergovernmental relationships related to road freight decarbonization. Through semi-structured interviews with planners and engineers in Ontario, Quebec, New Brunswick, and Nova Scotia, we found that decarbonizing road freight is generally a low priority within broader transportation roles although there is strong interest in developing policies and strategies to reduce emissions from road freight.

Résumé
La gouvernance et la décarbonisation du fret routier sont souvent abordées séparément dans la recherche académique et la pratique professionnelle, bien que le fret routier soit une source importante d'émissions de carbone au Canada. Cet article comble cette lacune en examinant comment le personnel du secteur public perçoit les relations intergouvernementales liées à la décarbonisation du transport routier de marchandises. Des entretiens semi-structurés avec des planificateurs et des ingénieurs de l'Ontario, du Québec, du Nouveau-Brunswick et de la Nouvelle-Écosse nous ont permis de constater que la décarbonisation du transport routier de marchandises n'est généralement pas une priorité dans le cadre des rôles plus larges du secteur des transports, bien qu'il y ait un fort intérêt pour le développement de politiques et de stratégies visant à réduire les émissions provenant du transport routier de marchandises.
