Résumé
L’objectif de cet article est d’analyser la richesse patrimoniale et urbaine de la ville d’El Kala pour la mise en place d’une politique d’investissement touristique. Déclarée destination touristique pour ses richesses naturelles et historiques, la ville d'El Kala, située dans le nord-est algérien, offre aux visiteurs un large éventail de possibilités touristiques : de la mer au paysage naturel en passant par un centre historique constituant la mémoire collective de la ville. Occupant la partie basse de la ville, le centre historique connaît une dégradation de son cadre bâti et souffre d’un manque d’équipements touristiques, le tout retardant le développement d’une industrie du tourisme. Au long de cet article, nous présenterons les caractéristiques patrimoniales et urbaines du centre historique en établissant un diagnostic selon une approche systémique qui permettra de comprendre le rôle des différentes composantes du tissu urbain dans la promotion du territoire et sa mise en tourisme. À l’issue de cette analyse, nous définirons les enjeux pour une meilleure attractivité touristique.

Abstract
The aim of this study is to analyze the rich heritage and urban fabric of the town of El Kala with a view to developing a tourism investment policy. Declared a tourist destination for its natural and historical wealth, the town of El Kala in north-east Algeria offers visitors a wide range of tourist possibilities: from the sea to the natural landscape, not forgetting the historic center that forms the town’s collective memory. Located in the lower part of the city, the historic center is experiencing a deterioration in its built environment and is lacking in terms of tourist facilities, delaying the development of a tourism industry. The aim of this paper is therefore to identify the heritage and urban characteristics of the historical center, using a qualitative, systemic approach to analyze the role of the various components of the urban fabric in promoting the area and developing tourism. At the end of this analysis, we’ll be able to identify what’s at stake to improve tourism appeal.

Resumen
En este articulo, analizamos la riqueza patrimonial urbana de la ciudad de El Kala para la realización de una política de financiación turística. Declarada destinación turística por sus riquezas naturales e históricas, El Kala, situada en el Noreste argelino, ofrece a los visitantes una amplia gama de posibilidades turísticas: desde el mar al paisaje natural, pasando por el centro histórico que encierra la memoria colectiva de la ciudad. El centro histórico, que ocupa la parte baja de la ciudad, conoce la degradación de sus edifi cios y sufre de la falta de recursos turísticos, lo que retarda el desarrollo de una industria turística. Presentamos aquí las características patrimoniales y urbanas del centro histórico y proponemos un diagnóstico sistémico a fin de comprender el rol de los diferentes elementos del tejido urbano propromoción del territorio vía su realización turística. Al fi nal del análisis, defi niremos las circunstancias para una mejor actividad turística.
