Résumé
Le Comité Rivière a été mis en place à Saint-Raymond, Portneuf (Canada) à la suite d’une inondation par embâcle survenu en 2014. Composé de résidents et de représentants municipaux, ce comité se présente comme un espace de concertation en phase avec les principes de la gestion intégrée de l’eau par bassin versant. La mise en place du comité, son animation par l’organisme de bassin versant (OBV) et sa mise en relation avec des experts en hydrologie sont des facteurs favorables à une transformation de la manière de problématiser le risque, d’organiser les ressources pour y faire face et d’élaborer des solutions qui se distinguent des solutions traditionnelles, réactives et à court terme. Ce processus correspond à une expérimentation de gouvernance en émergence. Reprenant les moments-clés de cette émergence, l’article éclaire à la fois le potentiel des expérimentations de gouvernance locale et les obstacles à la mise en oeuvre d’une gestion intégrée du risque d’inondation.

Abstract
The Comité Rivière (River Committee), was created in Saint-Raymond, Portneuf (Canada) following a flood in April 2014. The committee is composed of local residents and city officials. It has been used as an opportunity to strengthen the full implementation of integrated watershed management principles. The creation of the committee, its coordination by the watershed organization, and its linkage with hydrologic engineers allowed for a transition from traditional forms of risk management to experimental solutions. This process is an emerging governance experiment in flood risk management. This article reviews key moments of this climatic governance experiment and highlights the potential and the obstacles related to integrated water management.

Resumen
Después de la inundación causada por una barrera de hielo en 2014, se creó el Comité Rivière, en Saint-Raymond, Portneuf (Canadá). Éste está compuesto de residentes y de representantes municipales que forman un espacio de concertación, en acuerdo con los principios de gestión integrada del agua por cuenca. La implantación del comité, su animación por el organismo de cuencas y su relación con expertos en Hidrología, son factores favorables para una transformación de la problematización del riesgo, para organizar los recursos y así elaborar soluciones diferentes de las tradicionales, las reactivas y aquellas a corto plazo. Ese proceso corresponde a una experimentación de gobernabilidad en creación. Teniendo en cuenta los momentos claves de su manifestación, en este artículo se aclaran el potencial de las experimentaciones de gobernabilidad local y los obstáculos para la realización de la gestión integrada de riesgo de inundación.
