Le concept de région appliqué au Brésil

Résumé

Après avoir résumé et comparé les définitions du concept de « région  » que donnent différents scientifiques, l’auteur applique ce même concept au Brésil en considérant trois points principaux : les facteurs de la régionalisation de l'espace au Brésil, les types de régions brésiliennes et le rôle des villes dans la régionalisation.

Les conditions historiques du développement du Brésil ainsi que le milieu naturel ont été des facteurs prépondérants dans le processus de régionalisation de l'espace brésilien, en déterminant d'une façon quasi totale la nature des activités économiques qui jurent les éléments de base de l'organisation de l'espace brésilien. L'élevage et les monocultures tropicales ont effectivement suscité la vie de relations qui caractérise la véritable région.

Au cours des dernières années, des géographes brésiliens ont tenté de déterminer les régions homogènes dans le territoire national mais la présence d'une multiplicité de variantes locales a empêché le découpage de l'espace brésilien en unités équivalentes. Cependant, certains types de régions apparaissent en jonction des villes brésiliennes ; le rôle des centres urbains défini par les zones qu'ils polarisent, est assez important dans le processus de régionalisation.

L'étude de ces centres urbains et de leur position hiérarchique révèle l'immense étendue des aires d'influence ; cette distance qui sépare les centres secondaires des centres de premier ordre réduit l'intensité des relations qui caractérisent théoriquement la région organisée. Il semble donc que la région, telle que définie par les géographes urbains, n'existe pas en tant que telle au Brésil. Cependant, selon Michel Rochefort, malgré l'absence d'un réseau urbain très bien hiérarchisé, il est possible de procéder à un découpage du territoire en un certain nombre de secteurs homogènes au point de vue développement économique et social.

Abstract

The author first summarizes and compares the concept of the « region » as defined by various scientists, then applies this concept to Brazil. Three main points are considered : the factors in the regionalization of space in Brazil, the types of region in that country and the role of the towns in regionalization.

Historical circumstances in the development of Brazil, as also the natural environment are the leading factors in the processes of the regionalization of Brazilian space, almost completely determining the nature of the economic activity which was the basis of the organization of space in Brazil. Stock farming and tropical monoculture have effectively given rise to the regional and interregional linkages which characterize the true region.

In recent years, brazilian geographers have attempted to determine homogeneous regions within their national territory, but the multiplicity of local variants has prevented their division of Brazilian space into equivalent units. Certain types of region appear, however, as a junction of Brazilian towns, and the role of the urban centres defined by the zones which they polarize is quite important in the process of regionalization.

The study of these urban centres and their position within the hierarchy reveals the vast extent of their tributary areas. This distance which separates the secondary from the primary centres reduces the intensity of the linkages which in theory characterize the organized region. It seems then that the region as defined by urban geographers does not exist as such in Brazil. According to Michel Rochefort, however, it is possible to proceed to a division of the country into a certain number of homogeneous sectors from the point of view of economic and social development, in spite of the absence of a well-defined hierarchical structure in the urban network.
