Résumé
Si la diplomatie musicale est souvent analysée à l’échelle étatique, cet article en examine le déploiement municipal pour répondre à un problème récurrent : comment des villes, sans mandat formel ni ressources abondantes, rendent-elles leur action internationale crédible, utile et légitime ? À partir du jumelage Québec-Bordeaux (1962) et du partenariat entre l’Ampli de Québec et la Rock School Barbey (2010-2024), nous soutenons que la musique constitue un instrument à forte légitimité sociale et à coûts maîtrisés capable de transformer un lien symbolique en levier de retombées concrètes.

Abstract
While musical diplomacy is often considered at the state level, this article examines its municipal deployment in order to address a recurring issue: how do cities, without formal mandates or abundant resources, make their international action credible, effective, and legitimate? Drawing on the Québec-Bordeaux twinning (1962) and the partnership between the Ampli de Québec and the Rock School Barbey (2010-2024), we argue that music is a highly legitimate social instrument with controlled costs capable of transforming symbolic associations into potential tangible outcomes.
