Résumé
Cet article cherche à réfuter la thèse qui prête à Keynes la défense d’un « protectionnisme circonstanciel ». D’après cette thèse, il n’aurait été un défenseur du système protecteur que dans les circonstances particulières que connut l’économie britannique à la suite de la crise de 1929. Cependant, une relecture et une mise en perspective des écrits de Keynes permet de voir une pensée particulièrement dynamique dans laquelle le « protectionnisme circonstanciel » fait suite à une éducation libre-échangiste, mais ne constitue qu’une étape dans la formation d’une théorie du protectionnisme finalement envisagé comme un garde-fou du système économique.
Abstract
The aim of this paper is to deny the idea of Keynes defending an “incidental protectionism”. According to that thesis, Keynes would support a protective system only because of the British economy situation in the post 1929-crisis context. However, a deeper study of Keynes writings points out a dynamical thought in which “incidental protectionism” arise from a free trade education, but would only be the preliminary of a protectionism theory ultimately seen as an economic system safeguard.
